Independent parking ticket appeals panel may be introduced

In a move that could help drivers to appeal what they claim are unfair parking tickets, the government may establish an independent appeals panel for the purpose.

Self regulation is not working, according to Transport Minister Sadiq Khan, who says that drivers are becoming angry about tickets given out by private car parking companies.

An example of the kinds of tickets that are obviously erroneous, but are currently difficult to appeal, is one sent to driver Tracy Tremlett. She received a ticket after parking at the same drive-in restaurant twice in 41 days. The ticket claimed she has overstayed her allotted time by 60,235 hours. When she appealed the ticket, she was threatened with a court judgment.

Private car parks are where most complaints about ticketing come from and the measures to regulate the market with the appeals panel could help to instil more confidence in private car park managers and will help to expose more unscrupulous car parks.

Questionable tactics employed in private car parks include the failure to inform drivers that they should not be parking in certain areas.
