Westminster City Council parking contract under investigation

17/02/2010
An alleged parking fraud over the awarding of Westminster City Council’s parking management contract is being investigated by police.

The country’s largest parking management zone contract has been awarded to a private firm called NSL Services. The police claim allegations have been made against two senior officers at Westminster Council regarding the contract.

A Met Police spokesperson confirmed, "we have received an allegation of fraud. The allegation is being looked at and we are unable to discuss it."

EU law says that any contract worth over £156,442 a year needs to be opened to tender and must be advertised in its journal. The £13 million Westminster contract used to belong to NCP, which was broken up in 2007. It is alleged that council officials awarded the contract directly to NSL Services without going through the proper tendering process.

A spokesperson for Westminister City Council says the allegations are false, claiming they are being made by the campaign group ‘No To Bike Parking Campaign.’ Mike Moore of the council added, "we remain confident the parking contract was properly let by our officers and allegations of fraud are completely unfounded."
